The building is composed of 452 rental units, including 26 townhomes, along with parking and retail space.

The units range from a mix of studio, one-, two-, and three- bedrooms, townhome and penthouse living options. The 26 townhomes line the base of the building and have direct access from Southbank Park, a two-acre public park with lush landscaping and meandering walkways that lead down to the riverfront. All units feature solid-core entry doors, wood flooring in living spaces and bedrooms, tile flooring in bathrooms and en suite washers/dryers. The kitchens offer wood veneer cabinets, stone countertops and stainless-steel appliances.

Located on the ground floor are the building's residential lobby, mailroom, loading dock, utility entrances and mechanical/electrical facilities. The building also offers five levels of parking to accommodate 230 vehicles.

The Cooper achieved LEED Gold, ENERGY STAR and FitWel 1-Star certifications.
